This is f*&%ing insane - why have I never heard of this!! The worst part is the argument that "Spills brought benefits to the communities". Its like breaking a guy's leg and telling him that its good for him because he can now get a free wheelchair.
The only reason these companies get away is because of their political connections. There needs to be more public protest and awareness to stop this, else they will just carry on. Thanks for bringing this to light!
